Why Do I Need a DOT SAP Evaluation?
The U.S. Department of Transportation /DOT regulations require that any Safety-Sensitive employee who violates the Drug & Alcohol Regulations must complete a Substance Abuse Professional (SAP) Evaluation. These evaluations are done by DOT Qualified Substance Abuse Professionals (SAPs) In order for an employee to be qualified to take a Return-to-Duty Test, they must comply with the SAP's recommendations.
What is a Qualified SAP Return to Duty Counselor?
Substance Abuse Professionals (SAPs) are licensed or certified experts knowledgeable in diagnosing and treating alcohol and controlled substances related disorders, as well as DOT drug and alcohol testing and return-to-duty processes mandated by §40.281. A DOT-qualified SAP begins by evaluating drivers who have breached DOT drug and alcohol regulations, recommending appropriate education, treatment, follow-up testing, and aftercare. Following successful completion of the education and/or treatment, the SAP reassesses the driver's compliance, completes a SAP report, and prescribes a follow-up testing regimen for one to five years. Employers must conduct the follow-up testing as directed by the SAP for any driver they employ during this period.
The rules for SAPs and the return-to-duty process are detailed in 49 CFR Part 40 Subpart O.
